The Wesley Chapel Difference
If you are shopping in Epperson, Union Park, Watergrass, Seven Oaks, Meadow Pointe or most other master-planned Wesley Chapel communities, there is a good chance the home carries a Community Development District assessment. Here is what that actually means for your loan.
A Community Development District is a special taxing district that financed the roads, water, sewer, and amenities in a new community. The developer borrowed to build them; residents repay that debt over time. It is not the same thing as your HOA.
In most Pasco County communities the CDD assessment is collected on your annual property tax bill — which means it flows straight into your escrow payment, right alongside taxes and insurance.
Because it sits inside your monthly housing payment, an underwriter counts it in your debt-to-income ratio. A higher CDD means a lower maximum loan amount — on the exact same income.
National rate sites estimate principal, interest, taxes and insurance. They do not know your CDD. That is how buyers get pre-qualified for one number, then find out the payment on the home they wanted is several hundred dollars higher.
Two homes a few minutes apart can carry very different assessments depending on which district they sit in and how much of the bond is left. The community name alone does not tell you the number.

Wesley Chapel is one of the most active new-construction markets in Tampa Bay. Buying new comes with its own set of moving parts.
